Capital Improvement Project Updates




July 2017

SHCSD is looking forward to changes associated with a future building project.  On Tuesday, May 16, 2017, residents of the Sackets Harbor Central School District approved a $7,942,406 building project proposition to improve school facilities district-wide.  The proposition passed by a vote of 166 (yes) to 57 (no).

Highlights of the approved project include:

  • HVAC in K-12 school building and bus garage  

This includes replacement of the entire heating plant and deteriorated A/C units in addition to providing additional ventilation in service bays in the bus garage.  

  • Maintenance of K-12 school building and bus garage  

In the school building, this includes replacing the existing stone ballasted roofing system, replacing windows, masonry rehabilitation, refinishing the gymnasium floor, door hardware replacement for ADA compliance, replacement of the undersized corridor lockers with properly sized lockers.  In the bus garage, the plan is to have the existing roofing system replaced along with new concrete floors in our work bays as they have deteriorated.  There is also extensive masonry rehabilitation needed in the bus garage.  

  • Plumbing in K-12 school building

This includes replacing deteriorated potable water and sanitary piping throughout the school building.  

  • Safety/Security in K-12 school building

This includes upgrades to fire and smoke detection systems, elevator replacement, exterior door replacement, and replacement of the existing phone system with a new VOIP phone system.  

  • Site Work

This includes much needed sidewalk repair and asphalt pavement reconstruction     

I would like to thank everyone who came out to vote on this important initiative.  As you can see from the scope of the work, this is a “no-frills” project.  The items listed above are necessary in order to provide for a safe, secure, and comfortable learning environment for our students.  The approved building project will take several years to complete and will be done in two phases.  The estimated start of construction is set for the summer of 2018.  

At present, our staff and project team have continued to work on project submissions and have secured a constructional management firm to oversee the project.  At the July 12, 2017 Board of Education Meeting, Construction Associates was chosen to manage our building project.  This selection was made after extensive analysis of a variety of reputable firms.  Please know, I will provide regular updates to the Board of Education on this capital project as well as to the Capital Project Page on our school website.  Please refer to www.sacketspatriots.org for monthly updates on this capital project. 

August/September 2017

  • Both Phase I and Phase II Capital Project plans have been submitted to the New York State Education Department for approval
  • A project manager from SED has been assigned to Sackets Harbor CSD for both Phases

September 2017

  • SHCSD received notice that Phase I is undergoing technical review by SED

October 2017

  • SED approved Phase I of the Capital Project

November 2017 

  • Architect will review and finalize Capital Project Plans
  • Notice to bidders will be posted in the Watertown Daily Times

December 2017

  • December 5, 2017 pre-bid walk-though conducted
  • Bids open on December 19th.  A total of 14 sealed bids were received for the two contracts available (General Contracting and Roofing)

January 2018

  • January 3, 2018 the SHCSD Board of Education awarded a contract for General Contracting to Lawman Heating and Cooling Inc., and for Roofing to RSI Roofing Inc.  The resolutions can be found below.  

February 2018

  • First Pre-Construction Meeting held to determine summer work schedule.  Schedule will be posted when finalized.

March 2018

  • Summer work schedule posted

Phase I punch list items are being finalized.
Phase I construction costs were reviewed and District is is very good overall financial standing.  
BC&A, Construction Associates, and SHCSD meet to review Phase 2 scope and determine the Phase 2 schedule.

November 2018
BC&A will present the Capital Project Budget to the BOE as well as review Phase II scope.

Andrew Garlock, BC&A, presents a Phase 3 possibility to the Board of Education.  The Board agrees to move forward with a Phase 3 portion of the project. 

March 2019
Ms. Gaffney led the Board through a review of the remaining items from the previous Building Conditions Survey to determine priority work to be completed in Phase 3.  

April 2019
Phase 2 work commences over Spring Break.  
Board of Education will determine the scope of the work to be included in Phase 3.

May 2019
Phase 2 work continues.  
May 21st - BC&A attends BOE Meeting to start defining the scope for Phase 3. 

June 2019
Phase 2 work continues.  
June 18 - BC&A Present Phase 3 and priorities to BOE.
Development of Phase 3 scope continues.

July 2019
Phase 2 in full effect.  

August 2019
Phase 2 in full effect.
